STAR is looking for volunteer Technical Experts

STAR Communities is pleased to announce a call for applications for volunteer technical experts to serve as Technical Advisory Group (TAG) members to the STAR Community Rating System® (STAR). STAR is the nation’s first framework and certification program for evaluating the livability and sustainability of U.S. communities.

STAR was developed to help cities, towns and counties measure their current levels of achievement in such diverse areas as “Health & Safety,” “Natural Systems,” and “Economy & Jobs.” The program sets ambitious performance targets to drive continuous improvement and encourage greater accountability, while its third-party certification process provides an objective review of the community’s accomplishments.

As STAR Communities prepares for the next evolution of the STAR Community Rating System, we are seeking experts with a great depth and breadth of technical knowledge in their field, as well as experience working with local government. Specifically, we are looking for individuals with expertise in one or more of the following areas:

  • Climate & Energy
    • Greenhouse Gas Mitigation
    • Greening the Energy Supply
    • Resource Efficient Buildings, particularly industrial
  • Economy & Jobs
    • Green Market Development
    • Local Economy
    • Targeted Industry Development
    • Workforce Readiness
  • Healthy & Safety
    • Active Living
    • Community Health and Health Systems
    • Indoor Air Quality
  • Natural Systems
    • Invasive Species
    • Outdoor Air Quality
    • Working Lands

The TAG is a formal committee of STAR Communities and supports the Rating System’s Steering Committee. Together, the two committees maintain the rating system as a leadership tool, preserve its integrity, and annually evaluate the rating system for improvement and evolution. Additionally, the TAG works to uphold the technical rigor, fairness and transparency in the STAR Community Rating System development process.

Selection Criteria

STAR Communities reserves the right to select TAG members based on the following criteria:

  • Has relevant technical experience in one or more of the STAR Goal areas highlighted above.
  • Has professional experience working with local governments and /or developed an understanding of local government operations and capacity.
  • Has worked with technical data and detailed measurements of performance metrics.
  • Is able to be an objective arbiter and is not biased by professional obligations.
  • Works for an active STAR Member Community or STAR Affiliate.

The selection committee will be comprised of STAR Communities staff and Steering Committee members. Applicants will be notified of their selection within a month of the application deadline. Selected advisors will be formally approved by the Steering Committee during one of their quarterly meetings.

Can you give me an idea of what the expected time commitments and meeting schedule of the TAG are, and whether done via phone/email vs requiring travel, etc.

The STAR TAG meets via teleconference quarterly in March, June, September and December. Though total time could vary by expertise, TAG members will likely be asked to contribute 1 – 3 hours a month. Involvement in the STAR Version 2.0 process may contribute to slightly larger investments of time over the next six to eight months.
