Celebrating the Conclusion of Version 1.0 of the STAR Rating System

In September 2017, STAR Communities certified its 63rd community, concluding certifications under Versions 1.0, 1.1, and 1.2 of the STAR Community Rating System. Since the launch of Version 1.0 in 2012, hundreds of communities have used the rating system to set goals, measure progress, and improve their communities.

Over the past 5 years, we have verified and awarded 4 5-STAR ratings, 26 4-STAR ratings, and 33 3-STAR ratings. Certified cities and counties have populations ranging from 10 thousand to 2 million, and all together, 24 million U.S. residents in 30 different states live in a STAR-certified community. Going forward, all new certifications will be awarded under STAR Version 2.0, which was released October 2016.

The above box-and-whisker graph shows the dispersion of points achieved in each goal area for all certified communities The box-and-whisker graph is divided into quartiles, with the middle division representing the median score and the outer ends on the “whiskers” representing the lowest and highest score. The section from the end of the whisker on the low end to the beginning of the box represents the 25th percentile, the first half of the box represents scores from the 25th-50th percentile, the second half of the box represents score from the 50th-75th percentile and the whisker on higher end represents scores in the 75th-100th percentile. The smaller the box, the closer the distribution of scores, while a longer box indicates that the scores are more dispersed.

A few high level trends emerge from the box-and-whisker graphs. The Built Environment and Health & Safety goal areas have the highest scores and the Equity & Empowerment goal area was the lowest. One reason for this may be that equity is a new area of focus for many local governments, especially compared to goals like Built Environment that tend to fall under the purview of local government control.

Over time, STAR will continue to analyze certification data and share the trends and findings with our network. All certified Full Access subscribers will receive customized box-and-whisker graphs to help them understand how their results compare against all other certified communities.
